Workshop Title: HIPAA Briefing
Workshop Duration: 3-4 hours
TARGET AUDIENCE:
From the medical community: physicians; dentists; nurses; therapists;
chiropractors; medical and dental technicians. From off-shore outsourcing
services community: medical billers, medical transcription providers,
call-centers, etc. From the infrastructure and administrative support
community: policy makers, regulators, educators, researchers, hospital and
medical facility administrators, lawyers and those interested with
healthcare treatment, payment and operations (TPO).
WORKSHOP OBJECTIVES:
- Trace and link HIPAA workflow in a microcosm of healthcare day-to-day operations and processes.
- Introduce off-shore medical billing, medical transcription and other healthcare outsourcing services in addressing HIPAA business issues and contingencies.
- Introduce policy makers, regulators, educators, researchers, hospital and medical facility administrators and lawyers in harmonizing Philippine healthcare delivery standards to U.S. standards.
- Introduce medical practitioners in adopting best practices and lessons learned based on the HIPAA model.
WORKSHOP DESCRIPTION:
On August 21, 1996, President Clinton signed into law the Health Insurance
Portability and Accountability Act of 1996, Public Law 104-191 (HIPAA).
Critical dates of the mandate are: October 15, 2002 - for the submission of
completed Transaction and Code Set (TCS) Extension form with the Centers
for Medicare and Medicaid Services; April 14, 2003 (April 14, 2004 for
entities less than $5M gross per year) for the implementation of the
Privacy ruling; and, October 16, 2003 for the implementation of the TCS
component. The primary objectives of the legislation are: reduce fraud;
achieve healthcare coverage portability; achieve administrative
simplification; and, achieve patient privacy and security.
Utilizing diabetes management program case studies, the workshop will trace
HIPAA TCS, privacy and security implementations (or applications) and
workflow in multi-disciplinary and multiple layers of covered entities,
business associates and vendors, including but not limited to Independent
Physician Practice, dentists, IPAs, MSOs, Payers, Medical Billers, Software
Vendors, Hospitals, Insurance Companies, HMOs, PPOs, DMEs, TPAs,
Pharmacies, Therapists, Nursing Homes, Home Health, Hospices,
Clearinghouse, Dental Office, Patient Record Services, Medical
Transcription Services, Laboratories, Banks/Financial Services, etc.

BACKGROUND:
The contents of this Briefing are based on HIPAA pilots that the HIPAA
Coalition has been conducting since November 2001. This course is an
extract and subset of a CME Workshop: HIPAA Implementations in Diabetes
Management Programs for physicians conducted in the state of California,
and classified as levels 1-2, in a scale of 1-5. Other follow-up courses
are available. Medical specialists from several hospitals and disciplines
participated in developing this program.
